Abstract

Islam is a universal way of life. Islamic Sharia aims to preserve and promote human welfare. Zakat, as the main pillar of the Islamic economic order, is a compulsory obligation (Fard) to be performed to attain the goal of economic equilibrium by reducing poverty in every layer of society. Within this ethical framework, any kind of discrimination or despondency is considered impermissible. Street children represent a heavily marginalized demographic group with no guardian, and they always reside in poverty. Under the three specific categories of Zakat - Faqir (the poor), Miskin (the needy), and Ibnus Sabil (the wayfarer), the street children are legitimate recipients of Zakat. All assets appropriated as Zakat are Zakat funds. Given that street children are often developmentally immature and lack parental supervision, it is inappropriate to give Zakah funds directly to them. Instead, these individuals need structured rehabilitation which is fitted with modern civic amenities. Such rehabilitation should not be undertaken arbitrarily; it should be based on a rigorous and systematic framework of research. Accordingly, this article attempts to suggest an organized rehabilitation for the street children using the zakat funds under the auspices of competent authorities, with the application of the qualitative research method. The implementation of this framework in the management of zakat would not only fulfill a humanitarian obligation but would also contribute to sustainable progress in poverty alleviation.

সারসংক্ষেপ : ইসলাম সর্বজীনন জীবনাদর্শ। প্রত্যেক মানুষের জীবনমান সংরক্ষণ ও বিকাশ সাধন ইসলামী শরীয়তের উদ্দেশ্য। যাকাত ইসলামী অর্থব্যবস্থার মূল উৎস। সমাজের সর্বস্তরের মানুষের দারিদ্র্য বিমোচন সাপেক্ষে তাদের মাঝে অর্থনৈতিক ভারসাম্য বিধানের লক্ষ্যে যাকাতকে ফরয করা হয়েছে। ইসলামে কোন ধরণের বৈষম্য ও নৈরাশ্যের স্থান নেই। পথশিশুরা অভিভাবকহীন-অভাবগ্রস্ত প্রান্তিক জনগোষ্ঠী। এরা সমাজের সবচেয়ে ভাগ্য বিড়ম্বিত অপ্রাপ্তবয়স্ক বনিআদম। যাকাতের ৩টি খাত যথা ফকীর, মিসকীন ও ইবনুস সাবীল‘র অনুকূলে পথশিশুরা সরাসরি যাকাতের হকদার। যাকাত হিসেবে নির্ধারত সকল সম্পদই যাকাতের অর্থ। যেহেতু পথশিশুরা অবুঝ ও অভিভাবকহীন সেহেতু তাদের হাতে হাতে যাকাতের অর্থ প্রদান সমীচীন নয় বরং তাদের জন্য প্রয়োজন নাগরিক সুযোগ-সুবিধা সম্বলিত পুনর্বাসন। এ পুনবার্সন যেনতেনভাবে করলে হবে না; একটি গবেষণালব্ধ সুন্দর রূপরেখার ভিত্তিতে করতে হবে। সুতরাং অত্র প্রবন্ধে গুণাত্মক পদ্ধতিতে গবেষণার মাধ্যমে যাকাতের অর্থে উপযুক্ত দায়িত্বশীলের তত্ত্বাবধানে পথশিশু পুনর্বাসনের রূপরেখা উপস্থাপনের প্রয়াস থাকবে। যাকাত ব্যবস্থাপনায় এ রূপরেখা অনুসরণ করে পথশিশুদের পুনর্বাসন করা সম্ভব হলে যেমনি একটি মানবিক দায়িত্ব পালিত হবে তেমনি দারিদ্র বিমোচনে টেকসই অগ্রগতি অর্জিত হবে।
