Abstract

Food safety management constitutes a critical global and national imperative, inextricably linked to public health. While various statutes and policies have been enacted to ensure food safety in Bangladesh, efficacious implementation remains a formidable challenge. This research analyzes food safety management through the prism of Islamic Legal Maxims, elucidating Islamic directives regarding the production, preservation, and consumption of safe sustenance. The study initially delineates the conceptual framework and necessity of food safety, followed by an exposition of dietary narratives derived from the Qur'an and Hadith, emphasizing the principles of sanctity, purity, and the binary of Halal (permissible) and Haram (prohibited). Subsequently, the significance of food safety is expounded in light of Islamic Legal Maxims. The research further explores Islamic normative protocols regarding food production and consumption, such as maintaining the ontological purity and refinement of comestibles, the prohibition of adulteration, the avoidance of excessive processing, and the exclusion of substances deleterious to human physiology. Analyzing the pertinence of these Islamic injunctions within modern food systems reveals that Shari’ah mandates are profoundly congruent with contemporary health sciences and food security benchmarks. An evaluation of the current legal apparatus in Bangladesh suggests that while existing laws and policies are largely harmonious with Islamic legal tenets, structural infirmities persist in their enforcement. Based on these findings, the study recommends the robust fortification of legal implementation in accordance with Quranic and Prophetic traditions, the institutionalization of ethical conduct in food production and marketing, and the escalation of public awareness. As a comprehensive code of life (Al-Deen), Islam provides explicit directives for ensuring food security and purity. The operationalization of food safety management based on Islamic Legal Maxims would significantly enhance the food security landscape in Bangladesh, yielding a positive impact on public health.

সারসংক্ষেপ : নিরাপদ খাদ্য ব্যবস্থাপনা একটি গুরুত্বপূর্ণ বৈশ্বিক ও জাতীয় বিষয়, যা জনস্বাস্থ্যের সাথে সরাসরি সম্পর্কিত। বাংলাদেশে নিরাপদ খাদ্য ব্যবস্থা নিশ্চিত করার জন্য বিভিন্ন আইন ও নীতিমালা প্রণীত হলেও কার্যকর বাস্তবায়ন এখনও একটি চ্যালেঞ্জ। এই গবেষণায় ডফকহী মূলনীতির আলোকে নিরাপদ খাদ্য ব্যবস্থাপনা বিশ্লেষণ করা হয়েছে এবং ইসলাম কীভাবে নিরাপদ খাদ্য উৎপাদন, সংরক্ষণ ও গ্রহণের ক্ষেত্রে নির্দেশনা প্রদান করে, তা তুলে ধরা হয়েছে। গবেষণায় প্রথমে নিরাপদ খাদ্যের ধারণা ও তার প্রয়োজনীয়তা আলোচনা করা হয়েছে। এরপর কুরআন ও হাদিসের আলোকে খাদ্যের বর্ণনা উপস্থাপন করা হয়েছে, যেখানে খাদ্যের পবিত্রতা, বিশুদ্ধতা এবং হালাল ও হারামের মূলনীতি তুলে ধরা হয়েছে। এরপর ফিকহী মূলনীতির আলোকে নিরাপদ খাদ্যের গুরুত্ব ব্যাখ্যা করা হয়েছে। গবেষণায় আরও আলোচনা করা হয়েছে যে, ইসলামী বিধান অনুযায়ী খাদ্য উৎপাদন ও গ্রহণের ক্ষেত্রে কিছু গুরুত্বপূর্ণ নীতিমালা রয়েছে, যেমনÑখাদ্যদ্রব্যের বিশুদ্ধতা ও পরিশুদ্ধতা বজায় রাখা, ভেজাল মুক্ত রাখা, অতিরিক্ত প্রক্রিয়াকরণ পরিহার করা এবং মানবদেহের জন্য ক্ষতিকর উপাদান পরিহার করা। আধুনিক খাদ্য ব্যবস্থার সাথে ইসলামের এসব নির্দেশনার প্রাসঙ্গিকতা বিশ্লেষণ করে দেখা যায় যে, ইসলামী বিধানসমূহ আধুনিক স্বাস্থ্যবিজ্ঞান ও খাদ্য নিরাপত্তার মানদ-ের সাথে সুসংগত। বাংলাদেশে নিরাপদ খাদ্য ব্যবস্থাপনায় বর্তমান আইনি কাঠামো পর্যালোচনা করে দেখা গেছে যে, দেশের বিদ্যমান আইন ও নীতিমালা ইসলামী আইনের সাথে অনেকাংশে সামঞ্জস্যপূর্ণ, তবে বাস্তবায়নের ক্ষেত্রে দুর্বলতা রয়েছে। গবেষণার আলোকে সুপারিশ করা হয়েছে যে, খাদ্য নিরাপত্তা নিশ্চিত করতে কুরআন ও সুন্নাহর নির্দেশনা অনুসারে আইন বাস্তবায়ন জোরদার করা, খাদ্য উৎপাদন ও বিপণনে নৈতিকতা বজায় রাখা এবং সাধারণ জনগণের মধ্যে সচেতনতা বৃদ্ধি করা জরুরি। ইসলাম একটি পূর্ণাঙ্গ জীবন ব্যবস্থা হিসেবে খাদ্যের নিরাপত্তা ও বিশুদ্ধতা নিশ্চিত করার জন্য সুস্পষ্ট নির্দেশনা প্রদান করেছে। ডফকহী মূলনীতির আলোকে নিরাপদ খাদ্য ব্যবস্থাপনা বাস্তবায়ন করা হলে বাংলাদেশে খাদ্য নিরাপত্তার চিত্র আরও উন্নত হবে এবং জনস্বাস্থ্যের জন্য এটি ইতিবাচক প্রভাব ফেলবে।
